Senior Vice President/ BSA Officer



The Bank Secrecy Act (BSA) officer administers the Bank's program of compliance with the Bank Secrecy Act, regulations issued by the Office of the Comptroller of the Currency (OCC) and the Office of Foreign Assets Control (OFAC), and all other related anti-money laundering (AML) laws and regulations. The BSA Officer coordinates and develops programs to implement Neighborhood National Bank's BSA/AML program, support the BSA training effort, participates in briefings of management and staff on BSA/AML compliance issues, and responds to BSA/AML questions.

The Senior Vice President BSA Officer responsibilities include, but are not limited to the following:

Primary Responsibilities:

· Develops and coordinates Bank effort to comply with laws and regulations;

· Assists Bank management in the implementation or revision of compliance policies and procedures;

· Maintains current knowledge of the BSA and all related anti-money laundering and OFAC regulations;

· Monitors legislative and regulatory developments regarding the BSA and reports important compliance developments to management and other Bank personnel;

· Assists Bank management in the coordination and analysis of proposed BSA/AML regulations;

· Assists Bank management in the preparation and annual update of the BSA/AML Risk Assessments, including any Risk Assessments of new Bank activity during the year;

· Assists in developing responses to BSA/AML issues that must be sent to regulatory agencies, and the Bank's internal and outside auditors and consultants;

· Performs research on regulatory issues and responds to BSA-related compliance questions from Bank personnel, using legal and regulatory reference materials, regulatory agencies, Bank legal counsel, and professional associations and organizations, as appropriate;

· Develops, coordinates, and facilitates training programs,sessions and seminars to educate Bank personnel about the BSA related compliance requirements and procedures;

· Supervises and coordinates the work of the BSA Clerk and any other staff assigned;

· Reviews Bank forms, notices, and procedures for compliance with the BSA and related regulations;

· Prepares for and coordinates regulatory and internal audit BSA/AML compliance examinations;

· Reviews all suspicious activity report (SAR) investigations, prepares and files all SARs;

· Prepares reports for the Board of Directors on a periodic basis and ensures that the Board is kept fully informed of the BSA/AML program, including but not limited to:

1 - SAR activity

2 - Training in BSA/AML compliance

3 - BSA/AML policies

· Perform SAR investigations, preparation and filing for Bancorp and its non-bank subsidiary;

· Performs BSA/AML training for Bancorp and its non-bank subsidiary, in conjunction with NNB.

· Must be able to lift up to 25 lbs and sit for long periods of time


The BSA Officer will have access to all departments and documentation that may be needed to carry out the responsibilities of the position. The BSA Officer will have full authority to make and enforce policies and procedures of the Bank.





Business Development Officer




The Business Development Officer is responsible for soliciting new loan and deposit relationships for Neighborhood National Bank. This individual is specifically responsible for soliciting, developing and maintaining business and personal account relationships, making calls on existing customers and support the marketing of any special promotions of products and other banking services. This individual must also follow for any past due loans in their portfolio and coordinate the resolution of customers’ needs and ensuring that any issues are resolved on a timely basis.


The Business Development Officer is responsible for meeting individual goals as well as supporting the Loan Department in attaining its goals, including the goal of maintaining a customer service driven sales and service environment. This individual is required to represent the Bank at numerous civic and community functions to further enhance the Bank’s image and help develop additional business. 


Other responsibilities include, but are not limited to the following:

· New customer development;

· Maintenance of existing customer relationships, by providing ongoing customer service and follow-up on any past due loans in their portfolio;

· Assisting and coordinating with branch operations personnel in the cross-sell of Bank products and services as well as any targeted sales campaigns, sales goals,cross-selling plans and advertising activities (including collateral material);

· Assisting in the identification, development and implementation of new products and services;

· Serve as the maincontact for any their own loan referrals;

· As needed make joint calls with branch personnel to solicit, service or enhance a customer relationships.

· Support the Bank’s Marketing Plan, which may include attending and/or representing the Bank at special events;

· As needed, participates in staff sales training and development;

· Participate in monthly Loan Officer and related meetings and initiatives;

· Maintain a current understanding of stated procedures and policies, including regulatory compliance guidelines;

· Meet or exceed individual annual goals;

· Perform other miscellaneous work related duties as assigned;




The individual must possess basic loan underwriting skills to the extent they are able to identify quality loan referrals. This individual must also possess excellent customer contact and follow-up skills.


 · Must maintain certain knowledge of the Bank’s Policies and Procedures pertaining to the Bank Secrecy Act and Anti-Money Laundering Program(BSA/AML)

 · Must be able to lift at least 25 lbs and sit for long periods of time.



Key Relationships:

· Maintains a strong working relationship with management and staff within the Bank; and

· Interacts with and updates regularly the Chief Credit Officer or designee on any relevant issues and/or information.

Annual Goals and Objectives:

Job Duties

  • Assisting the Operations Manager to process the monthly branch certifications
  • Travel to other branch locations
  • Process Levies and Subpoena’s
  • Process Regulation E error resolutions
  • Process monthly dormant and inactive certifications
  • Process monthly IOLTA certifications
  • Assist in online banking resolution and maintenance
  • Assist in debit card resolution and maintenance.
  • Performs other work related duties as assigned.
  • Acknowledge fraud alerts through our AML software escalate any suspicious activity to the BSA Department
  • Assist in special projects when needed
  • Maintains a current understanding of stated procedures and policies, including regulatory compliance guidelines.
  • Must maintain certain knowledge of the Bank’s policies and procedures pertaining to the Bank Secrecy Act and Anti-Money Laundering Program (BSA/AML).
  • Must be able to lift at least 25 lbs. and sit for long periods of time.
